President Clinton speaks at the White House March 5 where he signed a directive requiring people who want to buy a gun to prove they have resided in a state for at least 90 days to be eligible to possess the weapon, a measure stemming from last month's shooting at New York's Empire State Building in which one person was killed and six wounded.
