British Foreign Secretary Robing Cook, flanked by Reverend James Kelley (L), an American from Connecticut who is Frank Foley's nephew and met Foley in Germany in the mid-1930's when he was a young boy, holds a flower under the name Francis Foley as he stands at a wall in the Yad Vashem Holocaust memorial complex honouring the "Righteous Among the Nations" October 24. Cook took part in a ceremony honouring British intelligence officer Frank Foley, chief of intelligence in Germany in the 1930's, who was responsible for handing out visas to thousands of Jews so that they could leave Nazi Germany for Palestine and the UK. Cook is speaking to Ze'ev Padan, an Israeli who Frank Foley issued a visa to when he was a young boy along with his father and saved them both from a german concentration camp, thus saving their lives.
