FOR RELEASE WITH GENERAL FEATURE BC-MIDEAST-REFUGEES - Abdel al-Tanini sits with his grandson outside of a sweet shop in the Jabalya refugee camp. More than 85,000 refugees live in Jabalya, the largest of Gaza's eight camps. "We hear about millions of dollars coming into the Palestinian Authority but the roads are as broken as before," says al-Tanini. Since the May 1994 turnover of the Gaza Strip to Palestinian control little has changed leaving hopeful camp residents disillusioned by the end of occupation. Palestinians say the refugee camps are a symbol of their plight and are necessary to keep the issue high on the political agenda until May 1999 - the deadline for the final peace agreement between Israel and the Palestinian Authority.
