The ensemble was a commission from the Federation of the Embroidery Industry of Vorarlberg in Austria, who were looking for an inspired way to promote their industries overseas. Bill Gibb answered the brief with a skirt and jacket combination showcasing his own romantic creativity: he stitched together row upon row of trimming samples which he made up into volumninous skirts and puff-sleeved smocks and blouses.
