Soto lost his two hands and his right eye two years ago, after picking up a U.S.-built anti-personnel M14 landmine, mistaking it for a plastic lid, during a trip to a remote mountain pass in northern Chile. The mine was one of 300,000 the United States exported to Chile in the early years of General Augusto Pinochet's dictatorship. Between 1972 and 1978, the Chilean Army and Navy dotted the terrain along the borders with Peru, Bolivia and Argentina with 293 minefields containing between 250,000 and one million anti-personnel and anti-tank mines.
