Taiwan political leaders responded with indignation and defiance to communist China's newly widened threat of an invasion, saying the island was not afraid of talking but would not negotiate out of fear. Beijing issued a Taiwan policy "white paper" on Monday saying Taipei's refusal to enter political negotiations could eventually merit military intervention. Previously Beijing had said only that a formal declaration of independence from China or outside interference helping Taiwan to avoid union with the mainland were the only situations that would merit an invasion.
