Horn, who as Hungarian foreign minister announced 10 years ago that East Germans were free to leave Hungary for the West, said that tensions between East and West were mounting at the time Hungary made its momentous decision. Ten years ago this month, Hungary opened a hole in the Iron Curtain to let thousands of East Germans flee to the West. On September 10, 1989, Hungary broke East Bloc discipline to announce that at midnight it would open its borders to an estimated 120,000 East German "tourists" - so-called because ostensibly they were on holiday in Hungary but who had really come to escape to the West.
