Albanian Prime Minister Mandeli Majko (R) welcomes German Foreign Minister Joschka Fischer in his office in Tirana March 9. Fischer called on ethnic Albanians, especially the guerrillas of the Kosovo Liberation Army to sign a peace deal granting substantial autonomy to Serbia's Kosovo province, 90 percent of whose 2.2 million population are ethnic Albanians, as soon as possible. Milo said the Kosovo Albanians had given assurances they would sign the deal but did not specify whether it will be before or on March 15 when a second round of internationally-brokered talks commences in France.
