The first meeting of the new Federal Council took place in Bern on 17 December 1959; from left: Ludwig von Moos (KCVP, Justice and Police, new), Dr. Jean Bourgknecht (KCVP, Finance and Customs, new), Prof. Dr. Fritz T. Elections (BGB, national economy, so far), German President Dr. Max Petitpierre (FDP, political department, so far), Paul Chaudet ( FDP, military, so far), Dr. Willy Spuehler (SP, post and railway, new) and Prof. Dr. Hans-Peter Tschudi (SPS, internal affairs, new). With the entry into government of a second SP representative, the government is composed of social democrats, conservatives, libertarians and peasants in a ratio of 2:2:2:1; the “magic formula” was invented.
