The documentary illustrates the struggle for the house in a metropolis like the capital of Italy, where everyone's right to have a civil home finds very serious obstacles in the chaotic increase in urbanization, in building speculation, in the degradation of the townships, in the extension of the phenomenon of the baraccati, who live in fortunate housing and whose living conditions have been dramatic for decades. Starting from the situation in Rome, the documentary then deals with the general theme of the problem of housing throughout the country, and therefore the struggle that the popular forces lead - also through new forms organizational activities such as folk consultations and agitation committees - throughout the national territory to achieve the first goal of a civil society: a house worthy of the name for all citizens.
