Image description

"Circular issued by Lieutenant Colonel Lockhart, Commandant for Alabama. These orders are intended for County Enrolling Officers and Impressing Agents. Instructions are provided regarding the impressment of slaves. ""Assistants... will listen with respect to the complaints of slave owners, touching the action of their duties, and investigate and decide upon the same before the slaves of such owners are sent to Selma or Montgomery. But, while exercising great care to distribute this burden with equity and justice, they will also exercise due firmness and vigilance that their authority is respected and obeyed."" Lockhart, H. C. (fl.1864)
