Rain. Rain is made by water sprinklers above, similar to the sprinklers used in offices, etc, as a protection against fire. You will notice that the camera is under an improvised shelter, and the microphone also is covered with a waterproof wrapper. This particular scene is probably "shot" a dozen times before the final picture, which you will see on the screen, is taken.
